US tariffs on goods from the EU (Germany): DDP price calculator
Goods of EU member states entering the US pay total raised to 10% if the General rate is lower under HTS heading 9903.05.39 (USITC). The calculator below is set up for a Germany Etsy shop; change anything.
How the duty works for EU / Germany goods
| Item (HTS line) | General rate | Total with 9903.05.39 | Duty on a $40 item |
|---|---|---|---|
| Candle (3406.00.00.00) | Free | 10% | $4.00 |
| Ceramic mug (not porcelain) (6912.00.44.00) | 10% | 10% | $4.00 |
| Knitted wool scarf (6117.10.10.00) | 9.6% | 10% | $4.00 |
General rates read from the bundled HTS Revision 22 (2026), synced 2026-11-03. Your exact line may differ: find it in the HTS lookup. Duty is charged on the customs value, normally the item price; the calculator also adds Etsy and carrier fees.
The EU rule is a floor, not an add-on. For goods of an EU member state, heading 9903.05.39 sets the total duty to 10% when the General rate is lower; lines whose General rate is already 10% or more keep it (HTS). The same rule applies whether you ship from Germany, France, Italy, Spain or any other member state; only the Etsy fees differ (France 1.14%, Italy 0.80% and Spain 0.88% regulatory fees, for example: Etsy).
We have no verified published per-parcel fee for Deutsche Post / DHL postal DDP to the US, so the calculator starts on UPS (2% of duty, $5 minimum). Enter your own DHL or postal fee if you use one.
Etsy fees for a Germany bank account
| Transaction fee | 6.5% of item price + shipping (Etsy) |
| Payment processing | 4% + EUR 0.30 per order (Etsy) |
| Regulatory operating fee | None listed (Etsy) |
| Listing currency | EUR |
These percentages are charged on the tariff-inclusive price, so part of the fee is a fee on the duty (fees on fees).
FAQ
What is the US duty on goods from the EU (Germany)?
As of HTS Revision 22 (2026), heading 9903.05.39 sets the rate for most goods of EU member states: a total of 10% when the General rate is lower, otherwise the General rate, with listed product exceptions.
Why is my EU duty exactly 10%?
For goods of the EU, the Chapter 99 rule tops the total duty up to 10% when the HTS General rate is lower. A candle (General: Free) pays 10%; a mug at 10% stays at 10%; a line at 12% stays at 12%.
Does it matter which EU country I ship from?
Not for the US duty: the rule is for goods of any EU member state. Your Etsy processing and regulatory fees depend on your bank country, and the calculator has each one.
What Etsy fees apply with a bank account in Germany?
The 6.5% transaction fee on item price plus shipping, payment processing of 4% + EUR 0.30 per order (Etsy fee pages, checked 2026-11-03). The calculator charges them on the tariff-inclusive price.
Does Etsy require DDP for US orders from this country?
Etsy’s rule covers every seller shipping to US buyers from outside the US: since July 9, 2026 US orders need Delivered Duty Paid shipping to keep Etsy Purchase Protection, and tariffs charged to buyers can be deducted from the seller. Where no DDP service exists, the listing must say duties are not included and the buyer must get an estimate before shipping.
